• Generate real multi-modalism coordinating air, water, rail, and existing highway transportation.

• Establish a Regional Rail Authority for the creation of a regional rail network for passenger and cargo service to the region's traditional communities and older industrial sites.

• Rapid rail connection between the airport, downtown, and other sites such as the Mon Valley.

• Citizen Advisory Panel recommendations floor policy, process, and procedures — e.g. maintenance first.

• Moratorium period for all new highway construction to provide for analysis and rejection of all sprawl inducing and real estate speculation subsidizing projects.
